According to the Measures for the Administration of the Quarantine of Articles Carried by Persons on Entry or Exit, persons on entry or exit, including diplomatic personnel with diplomatic or consular privileges and immunities should present any animals or plants in their possession for inspection and quarantine. No such articles can enter or exit China without inspection or quarantine inspection and Quarantine for Articles Entering China
1 Article Forbidden from Entering China
Plants and plant-related products: corn, soybean seeds, potato tuber and other propagation materials, Elm seedlings and quickset. Scion, Pinus seedlings, rubber tree-related seedlings and seeds, tobacco propagation materials, wheat(merchandise), fruit, eggplant, pepper and tomato, plant pathogens(bacteria, viruses),insects and other pests and other harmful organisms and materials, genetically modified organisms
Animals and animal products: chicken, duck, golden pheasant, night owl, pigeon, quail and other birds, rabbit, albino rat, mice, guinea pig, squirrel, Eutamias sibiricus, frog, snake, crab, cabrite, crocodile, angleworm, snail, fish, shnmp, monkey, pangolin, lynx, bee, silkworm.
Animal products: semen, embryo, zoosperm, silkworm eggs, raw meat, preserved ham, sausage, ham, brawn, egg, sea animal products, fresh milk, powered whey, animal hide and skin, mane and foot bones and horns, blood, blood meal, fat and other organs.
Other items: bacteria and viruses, worm species, cell products, serums, animal carcasses and animal waste, and contaminated items that may contain pathogens.
All materials listed in state provisions banning imported blood products, imported scrap items and other prohibited items
2 Articles allowed to enter China after quarantine
a. Allowed imposed plant seeds, seedlings and other propagation materials must be delivered for examination and approval in the relevant agriculture and forestry administrative institution On entering the country,the person carrying said materials should inform the Entry-Exit inspections and Quarantine institution and provide the¡°Importing forest seeds, seedlings and other propagation materials quarantine approval certificate¡± or the ¡°Importing seeds. seedlings quarantine approval certificate¡± If unable to arrange certification ahead of time because of special circumstances, the person should go through the proper plant and animal quarantine procedures according to the relevant regulations
b With respect to prohibited articles that are essentially imported for scientific study pu rposes, approvals must be obtained prior to importation from the General Administration of Quality Supervision Inspection and Quarantine of the People¡¯s Republic of China (AQSlQ)Upon entry, the following documents must be presented: license of plants and animal quarantine from AQSlQ certificates of quarantine from exporting countries and regions and any other related documents.
c Companion animals brought into China, such as cats or dogs, with a limitation of one per person, require an official quarantine and inoculation certificate issued by the originating country or region¡¯s animal and plant quarantine institution Following an on-the-spot check the animal is required to undergo a 30-day segregated quarantine in a designated quarantine facility
d. Flowers(including cut flowers and wildflowers),plant samples (including exhibits and specimens),dried fruit, dried vegetables, fresh vegetables, frozen vegetables, bamboo, rattan, grass and wood products must be declared on entry and are subject to a period of quarantine.
3 Baggage Inspections
Inspection and quarantine institutions can perform inspection in such places as the entry-exit isle and package pick-u0 area and make an on-site quarantine inspection on those declared items: with regard to the items mentioned in articles 1 and 2 above but not declared. The quarantine officer can conduct oral inquiry and/or make sampling inspection and open the baggage if necessary.
